Step 1 : Open an image
When you want to create any photo effect, you have an image then you can apply effect on this image.  You can use any wallpaper or image for create photo effects. But you remember using photo must be related your work. So For creating Change Hair Color In Photoshop we need an image or wallpaper related Hair photo.  Now we choose this image below. But you can use any image for create your photo effect. If you want to use this image, at first save this image and open it your Photoshop canvas. 

Step 2 : Select a fixed area of hair to Change Hair Color
Now we need select a particular area of hair for changing hair color. So choose Polygonal Lasso Tool and select a particular area of hair. Like this below image.

Now we need copy this selection area, so press CTRL+C (keyboard shortcut) or Go Edit>Copy
Step 3 : Paste this copy layer on the new layer
We will be create a new layer, Go Layer>New>Layer>ok or press Shift+Ctrl+N and press ok. At this time we will paste it on the new layer. Go Edit>Paste or press CTRL+V (keyboard shortcut).
Step 4 : Adjustment your image color

Now adjust hair color from Image>Adjustment>Variations and choose any color what you want. I choose green color, you can choose it or other. Now we will see edge, so that is not perfect for our image hair. we need to merge it with the real hair. To do this step, choose the Eraser tool, reduce the opacity value is 20% and erase sharp edges carefully.

After erase sharp edges carefully, you can see your image as like below image. That is perfect color with hair. Now you can see your How to Change Hair Color In Photoshop like this image.
