Step 1: Create a New Photoshop Document 
If you want to Create a Gallery Style Photo Frame in Photoshop - Learn PSD Tutorials in Photoshop, you need a Photoshop New Document. So at first open your Photoshop window and Go File>New and set the page values as your wish. If you want you can follow our page values.

Width: 800 px
Height: 600 px
Resolution: 72 pixels/inch
Contents: white
After set all the values click OK.
Step 2: Fill the New Photoshop Document with the Black Color
We create a new photoshop document and we have Fill the New Photoshop Document with the Black Color. So Go Edit>Fill and select contents use - Black>Press Ok. Now your  New Photoshop Document fill with the Black Color.
Step 3: Now Add a Blank Layer and Create a selection by Rectangular Marquee Tool
Let's go add a new blank layer on our photoshop document by Clicking  Layer>New>Layer>ok. Select the Rectangular Marquee Tool from the tool box and draw a rectangle in the Photoshop document as like below image.
Step 4: Fill the selection with 50% gray 
Go Edit>Fill choose Contents Use - 50% gray and press ok. Now click Ctrl+D (keyboard shortcut) or click Select>Deselect for remove the outline selection. Now your document is like below.

Step 5: Copy the Layer 1 
Click on the Layer 1, click mouse right button and click Duplicate Layer>Press ok.
Now we apply storke from Edit>Stroke. Select width - 4 px and white color and press ok. Now your image is like below.

Step 6: Now select the Layer 1, Apply stroke and Transform it.
Now we apply storke from Edit>Stroke. Select width - 10 px and white color and press ok. we need transform layer 1, so press Ctrl+T (keyboard shortcut) or click Edit>Free Transform and transform it as like below image.

Step 7: Save an image and open this image

Step 8: Select and copy this image

Step 9: Add a Text as like LEARN PSD

In this steps we add a text. Here we use "LEARN PSD", if you want you can use your name or other text what you want.

Select the type tool from the tools box 

Select Arial font, Bold, 60pt font size and White Color from option bar.

Now Click into our Photoshop document and type LEARN PSD

Step 10: Resize the text "LEARN PSD"

This steps we expand or re-size our text "LEARN PSD"

Select the text layer (LEARN PSD) from the layer palette then go Edit menu and click Free Transform or keyboard command is Ctrl + T and re-size the text or expand the text "LEARN PSD" as your wish.

After complete re-size press Enter.

Step 11: You can see your Final Output
