Step 1: Take a New Photoshop Document

At first take a new Photoshop document, So open your Photoshop window and Go File>New and set the page values as your wish. If you want you can follow our page values.

Width: 600 px
Height: 500 px
Resolution: 72 pixels/inch
Contents: white
After set all the values click OK.

Step 2 : Setting Foreground and Background color

Click set foreground color icon on the tools box. Set the color code is FFFFFFthen click OK.

Now click set background color icon on the tools box. set the color code is 000000 then click OK

Step 3 : Apply Color in the page

Click Paint Bucket Tool for apply color on the page. Now this page is full black. 

Step 4: Add a Text as like PSD

In this steps we add a text. Here we use "PSD", if you want you can use your name or other text what you want.

Select the type tool from the tools box 

Select Arial font, Bold, 60pt font size and White Color from option bar.

Now Click into our Photoshop document and type LEARN PSD

Step 4: Resize the text "PSD"

This steps we expand or re-size our text "PSD"

Select the text layer (LEARN PSD) from the layer palette then go Edit menu and click Free Transform or keyboard command is Ctrl + T and re-size the text or expand the text "PSD" as your wish.

After complete re-size press Enter.

Step 5: Add Stroke in the text from Layer Style
At first click on the  PSD  layer and Go to Layer>Layer Style>Stroke. Now click on the File Type, Select Gradient and Click Gradient Color Picker>Select Spectrum, Size - 10. Then press ok. 

Now you see your text effect is like this image.

Step 6: Now convert this text effect as like Convert to Smart Object

Now we want to apply second Stroke around PSD text effect. But Photoshop support only one stroke for one layer. If you want to apply stroke in this layer again, you can change color, size, Position, Style etc. But you can not add second Stroke. But we want to add second stroke, so we need to covert our PSD text layer into a Smart object. Then we can add second Stroke in the Text effect. If you want to do that, click on the Menu Icon in the top right corner of the Layers Panel.

Choose Convert to Smart Object from the various menu List.

Step 7: Now add second Stroke on the text around.
Go to Layer>Layer Style>Stroke. Now click on the File Type, Select Color and Click Color Picker>Select color code - 448a3d, Size - 6. Then press ok.

Step 7: Now you see your text with second Stroke on the text around.

That is final Multiple Stroke In the Photoshop Text.

If you want to create 3,4 ....... number stroke you can create easily by apply Convert to smart object.
